US-Australia talks on AUKUS changes have been underway for 18 months

Australia and the U.S. have been negotiating for 18 months to shift the AUKUS submarine deal from two secondhand and one new sub to three secondhand Virginia-class submarines, with the change expected to yield cost savings.
